International City Bank was established on September 6, 1984, under the name International City Bank, National Association. Over the years, the bank underwent several changes and developed a distinct identity in the financial sector. On December 31, 1997, it acquired Flagship Bank Federal Savings Bank, which expanded its operations in California. The bank's main office relocated to 249 Ocean Boulevard in Long Beach, California, and was later moved to 249 East Ocean Boulevard in the same city on June 30, 2009. A significant transformation occurred on November 15, 2017, when the institution changed its name to International City Bank Federal Savings Bank and converted its organization type to a stock savings bank while withdrawing from the Federal Reserve System.
