On March 29, 1996, it changed its name to Heritage National Bank and transitioned to a commercial bank, becoming a member of the Federal Reserve System, with The Office of the Comptroller of the Currency as its primary federal regulatory agency. On December 27, 2001, the institution rebranded as Heritage State Bank, changing its chartering agency to a state authority and its primary federal regulatory agency to the Federal Reserve.
