Gouverneur Savings & Loan Association was established in 1892 and originally operated under that name. Over the years, the organization underwent several changes in regulatory and organizational status. In 1999, it changed its organization type to a stock savings and loan and its chartering agency to the Office of Thrift Supervision (OTS), while also designating OTS as its primary federal regulatory agency. In 2011, the primary regulatory oversight shifted to the Office of the Comptroller of the Currency (OCC). By January 1, 2014, Gouverneur Savings & Loan Association transitioned to have the Federal Deposit Insurance Corporation (FDIC) as its primary federal regulatory agency, and its classification was changed to federal and state savings and loans under state chartering authority.
