While Citi Bank backs certain credit cards and operates physical locations in only 13 states, it is almost impossible to deal with their "offshore" customer service. Example: I've had credit with them for at least 6 years. Unknown to me, they changed my account number. I have moved to a different state and changed phone numbers.
